"You can't manage what you can't measure." This old saw is one of the fundamental precepts of successful project management: regardless of whether the project is a new house, the development of a new system, or the support of an existing application. Without metrics to provide a systemic barometer for the tasks at hand, managers in any field are unable to determine the productivity of the workforce, if the right work is being addressed, or if the work is being done properly. Additionally, it is the union of metrics and standard processes that enable the optimization of the workforce.
